When I install the new version will it over right the user data that is in there now? |

If that is the case is there a way to pull the data out so that i don't have to reconstruct the user database when i install the new version? the only thing that i am really worried about is the passwords everything else i can take care of. |

One way to do it is to export via ODBC interface. What you need to do is to "select" the old fsusr.dbf (ignore the "reserved" columns), and then "insert" back to the new fsusr.dbf. (As an example, you can check out settingok.php for ways to call ODBC in PHP. The other way to call ODBC is to use MSQRY32.EXE bundled in MSOffice)

We've recently added a user database migration tool to help customers export/import user account information. This should be useful for circumstances like version upgrade or changing datasource format.
