I am testing out the trail version.
And I have not been able to see a difference in my downloads. I have tried all the global settings as well as user settings and I always see up around 1 meg of dow ... |

What I mean by public IP is "PUBLIC IP" not private ips.
I don't want to nat my customers I want them to get 12.x.x.x not private ips.
So I want to know if the DHCP server can give out PUBLIC IP ... |

Where do I set up my DHCP ip address?
And I want to hand out public ip's with the DHCP service and this be done?

As long as you have a healthy connection at the public NIC side, FirstSpot will just work fine.
