By default there are two IP addresses listed under the exception free websites tab of config. mgr. 207.46.249.222 and 64.21.14.2
Why are they there, and are they ok to remove? |

The 64 address is for PayPal, the 207 one is for MS search in cases your users type a strange URL in MS IE.
I would not suggest to remove them.
