Operator Accounts access

Can I limit the operator accounts access? I would like to have an operator account with access to edit users passwords but, with no access to add new users nor delete old users.

Sorry, the current Operator implementation smallest "unit" is the Configuration Manager category. In other words, you can either enable or disable the whole Users category within Configuration Manager for an Operator account.
