by the way, I've found a problem in your config.ini. The ssl_port parameter (i.e. Credit Card port) is zero. This maybe the reason. Since apache cannot bind port zero.

I guess it is a port binding problem. Can you install a clean windows again?

Resize is doable by editing info.js: change window.open(.......resizable=yes...) to window.open(......resizable=no.....)

The reason maybe related to httpd.conf setting.
You can try "net start dispatcherservice". FirstSpot will re-write httpd.conf file and then start apache.

If you still cannot start the apache then ...

The new version of libeay32.dll maybe not compatible for some reason.
You can try to uninstall current version. Then make a new folder.
Copy all files from 4.0.7 to new folder and copy libeay32.dll ...

you need DLL plug-in and Database for IAS to handle FirstSpot Parameter.

About the DLL plug-in please read Internet Authentication Service of Microsoft Platform SDK 2003
