my config is windows 2000 English with turkish support.My default lang is Turkish.How can I configure apache and php and others for turkish charset.

How can I convert language English to Turkish. I try to change but cant show correct words in Turkish because of the charsetbut I can't change the charset.Can please someone help me.Thank you.
