Dispatcher Service is not Starting

I am having problem with Dispatchers Service, it is not starting, I had rebooted the server many times, and also in the log file, restartRRAS() : Fail to stop Routing and Remote Access service

I manually stopped the service, and re-tried to start dispatcherservice from the services but no success.

Please let us know how we can remedy this problem.

Go to Services and check that ICS is set to disable and in stop status. Make sure routing and remote access is not set to disable.

It looks like the issue was within RAS itself.

What i found it to be was that the DHCP Address POOL in ras was set to 0.0.0.0 and by default it would assign a 169.254.x.x IP.

I removed that pool, and added a smaller pool that matched by LAN side.

Everything started no problem.

Infact, when i disabled the ICS Service, i had a Name BIND DNS Issue.
I actually had to leave ICS Service in MANUAL mode.
