| The internet connection can handle 5mbps download. If the global bandwidth throttling is set to download 1mbps, and 5 people are connected at the same time, will they each receive 1mbps each or 200k each because the global bandwidth throttling setting splits the 1 mbps between the 5 users? |

Bandwidth Throttling is the maximum bandwidth a user can get. So in your case the answer is 1Mbps (note our unit for bandwidth throttling is KBytes per second)
