Topology using public IPs

Post subject: Topology using public IPs

Hi,
We have installed several hotspots in several restaurants. We want to centralized all user management using some software like FirstSpot.
My question is if we can use one FirstSpot Sever for all hotspots installed in the restaurants. All them (included FirstSpot Server) would have an public IP. Would it work this topology? or do we need to use VPN?
