Is it possible once first spot is installed to have a section of pcs where the login screen is not needed ie , internet access will be available without the need to login by setting some kind of filetering ( ie Mac address or IP )

Yes, of course. You can use the user attribute "Passive Login". It is under Configuration Manager -> Users -> click Add or Edit
