my LAN is using 10.0.0.1 as IP of Firstspot machine (subnet 255.0.0.0)
but the DHCP is issuing odd addresses (eg 10.0.127.69)
is there some way to control the DHCP range that Firstspot issues?
i looked at dhcpservice.ini but that seems to be just the various scope parameters which are ok |

You need to narrow down the subnet mask to 255.255.0.0 or even 255.255.255.0. FirstSpot will hand out IP randomly within the IP scope.
