| What are the possible ramifications of allowing people to self-signup if they dont have an ip/mac? |

Well, you shouldn't change this parameter. In general, you should change the FirstSpot settings via the web-based Configuration Manager.
As for the self sign-up, the best way to access the self sign-up page is through the "Sign Up Now!" link in the FirstSpot login page.
