You should interface FirstSpot RADIUS Authentication Mode with Windows 2003 IAS only (see readme.rtf). Can you setup the backend of 2003 IAS be Windows 2000 AD? Also, you can try the RADIUS proxy approach stated in http://patronsoft.com/forum/viewtopic.php?t=1175 .
