Is there a way to allow a client to set a static public IP address, and still allow us to have control over bandwidth.

This is a bit complicated.
If you are using v4, you can take advantage of the new ProxyARP feature. Note that ProxyARP allows you to define a set of IP addresses for Hotspot users, which will be in the same subnet as the Public Network Interface IP. You just need to make sure this set of IP addresses are public IP.
